Methodology

From context to recommendation

CAPITALiiSE is decision support, not automated approval. It structures the questions funders already ask — where is funding needed, who could use it, and what kind of support fits — and keeps the evidence attached.

1. Ecosystem context

Every assessment starts with a funding objective, a defined geography or sector, the communities affected and explicit scope exclusions. Assumptions and community input are recorded so reviewers can see how the scope was set.

2. Existing assets

Actors are mapped alongside their capabilities, relationships and governance. Informal collectives, cooperatives, community groups and intermediaries are treated as first-class actors, not footnotes.

3. Unmet needs and constraints

Gaps are documented as specific constraints or opportunities, each linked to the actors affected and to supporting evidence.

4. Potential recipients

Organisations are assessed in relation to the ecosystem and the funding objective. Contribution can mean delivering services, strengthening shared infrastructure, connecting actors, supporting community ownership or removing a constraint.

5. Suitable capital

Support options range from grants and recoverable grants to debt, equity, guarantees and non-financial support. Fit is judged against the need and the recipient, not the other way round.

6. Recommendations

Options are compared, decisions are recorded with brief follow-up notes, and reports link every claim back to its evidence and verification status.

What counts are, and are not

Overview figures count records in your assessment — actors mapped, needs documented, evidence attached. They describe the work done, not impact achieved.
